2019 Global Go To Think Tank Index Report (https://repository.upenn.edu/think_tanks/17/)
The report does not consider profit, but rather focuses on the core functions and nature of think tanks themselves. The ranking surveys individuals and organizations in considering nominees. Some main criteria are impact to society, quality of management leadership, employee quality, number of publications, number of policy proposals and ideas that contribute to society.
